On February 1, 2024, the Retirement Homes Regulatory Authority (RHRA) launched a new annual approach to collect information directly from Ontario’s licensed retirement homes. This approach, called “Annual Information Return” (AIR), will deepen RHRA’s understanding of the sector and support regulatory activities that protect residents and support them in living with dignity, choice and confidence in licensed retirement homes.
AIR will be an annual process that will take place at the same time as when retirement homes pay their annual fees to RHRA (by April 1). AIR will allow RHRA to collect information from all retirement homes at the same time, reduce administrative burden on homes, reduce the number of interactions with homes, and inform regulatory activities.
All retirement homes are required to complete the AIR as per requirements in the Retirement Homes Act, 2010 and as per the RHRA Request for Information Policy approved by the Minister for Seniors and Accessibility.
Questions will be reviewed and adjusted annually based on lessons learned from previous years. RHRA will consider what information is still needed, and whether different information may be needed given the evolving sector and resident needs. In addition to reviewing and updating the information sought and the questions, RHRA will aim to continuously improve the process to minimize administrative burden on homes.
2024 AIR
RHRA launched the 2024 AIR process on February 1, 2024, at the same time as 2024 fee invoices were issued to retirement homes. Responses to AIR are due on April 1, 2024, at the same time as fees are due.
On February 1, 2024, RHRA sent an email to the appropriate contacts in each retirement home with instructions and guidance on how to complete the AIR. This notice is available below:

A copy of the AIR with the questions retirement homes were asked to answer is available below. Retirement homes were encouraged to review the questions in advance of completing the AIR. The AIR can only be completed via the online link above.
